Marijuana “dagaa” is widely used, and enforcement is serious. Almost every crime except murder and cattle theft can be settled with a fine rather than jail time. The amount varies widely by the specific case.
Laws against political organizing are enforced; police stops on the highway are common to check for registration and speeding.
