Drinking is acceptable but it is not that polite to be excessively drunk in public, although it is accepted. Note that it illegal to drink in the streets.
Smoking is totally accepted by people, but every pub needs to have a smoking and a non-smoking area and you are not allowed to smoke in trains, buses, etc.
There will be soon a law that says you are not allowed to smoke on the streets, and not even in any pub.
