Namibians do not generally try to cheat foreigners; when buying goods such as crafts they will start high but will quickly drop their prices, but often times negotiating things such as bus fares is not necessary, as they offer you the same fare they would offer a Namibian.
If you ask around about prices before making a purchase, local people will give you honest answers.
